Dopey farmer Cho Choon Sam (Cha Seung Won) recently became village chief, a position of great importance...in his tiny village. Meanwhile, his elementary school classmate Noh Dae Gyu (Yu Hae Jin) just got elected county magistrate. Choon Sam is rather weary of his old friend Dae Gyu's newfound success, but he reluctantly re-establishes ties in hopes of getting some public works favors for his village. The upright and good-natured Dae Gyu, however, is working on a tight budget, leading Choon Sam to be even more disgruntled and suspicious. When Dae Gyu tries to construct a nuclear waste disposal facility in the province, Choon Sam leads a demonstration to oppose the project, pushing the friends-cum-rivals into a political showdown.
